and announced he will not be standing for re-election again.

It's clear that many Councils are not meeting the expectations of the Minister for Local Government which raises an interesting question. "Are the Minister's expectations of Councils clear" and "What training does the Minister provide to Councillors and others to help assure that government expectation are clear and that no excuses of ignorance can be used by Councils to avoid accountability?"
